In India , to infuse milk with cardamom, the cardamom is lightly crushed to partially split the pod . The black seeds inside are what actually give the flavour. If you prefer not to bite into the seeds, crush the pods completely in a mortar and pestle to powder the seeds , and once milk is infused, you can remove the outer green pod skin. For a cup and a half of milk, I’d probably use just one powdered/crushed pod or max 2.
